Hazardous Waste Management - SHWCCAF Permit by Rule

This PBR applies to any school district in California, or other school organization or agency that operates a K-12 schools hazardous waste collection, consolidation, and accumulation facility (SHWCCAF) deemed to have a permit by rule pursuant to section 66270.60(d)(7). It also applies to hazardous waste generated by K-12 schools if the waste is managed at a SHWCCAF deemed to have a permit by rule.
The SHWCCA is intended to provide an alternative offsite hazardous waste management option that minimizes the risk of accumulating hazardous waste in school sites and reduces disposal cost by allowing consolidation of same type waste streams. MSES has successfully assisted school districts in establishing a sustainable hazardous waste management program by completed the SHWCCAF permit application and Operational Plan for the Certified United
Program Agency (CUPA) for approval. Our field personnel are responsible for performing the following permit requirements:
Perform inspections, operating and inspection logs
Inventory and track hazardous waste accumulation date
Consolidation, segregation, classification and packaging of hazardous waste from non-science departments,
Labpack science chemicals
Manage non-bulk waste streams
Transport containerized hazardous waste to disposal facility
Preparation of required reports, manifests, and land ban restriction forms
As licensed hazardous waste transporter, we offer a well establish operational performance approach to managing science chemical reagents and non-science hazardous waste. This approach translates into a well-implemented facility management plan with measurable cost savings. Our technical methodology is based on sound principles, practices, and procedures developed by years of experience and understanding of school hazardous waste management initiatives and requirements, as well as by providing similar services to school districts within California for the last ten years. This proven experience, along with innovative project resource utilization, will translate into expeditious PBR authorization from the CUPA. The use of electronic and web enable software platforms allow us to track, monitor and reports waste streams generation points, quantities, and cost with a high degree of accuracy and dependability.
