Industrial Hygiene - Safety & Health Inspections
 
MSES Project Managers are assisted by Industrial Hygienists, Environmental Field Chemists and Environmental Specialists who are trained on the Science Safety Handbook for California Public Schools, 1999 Edition, regulatory compliance requirements, such as chemical shelf life and retrograde condition. Furthermore, MSES field personnel meet and exceed OSHA regulatory training requirements in chemical hygiene practices, procedures, and techniques as well as chemical identification and hazard awareness. In addition, the Project Managers are responsible for the quality assurance and quality control of the on-site activities at the science laboratories.
The safety and health inspection form used for the assessment inspections include 132 evaluation factors, which were selected based on the regulatory requirements specified by the California Department of Education Code (Ed. Code),
Health & Safety Code (H&S Code) and the California Code of Regulations (CCR). The Environmental Field Chemists and Environmental Specialists are responsible for conducting safety and health compliance inspections in the following areas of regulatory requirements:
Hazardous Materials Education (Education Code, Section 49340 et seq.);
Removal of Chemicals (Education Code, Section 49411);
Occupational exposure to hazardous chemicals in laboratories; Chemical Hygiene Plan (California Code of Regulation, Title 8, General Industry Safety
Orders, Section 5191);
Blood borne pathogens (California Code of Regulation, Title 8, General Industry Safety Orders, Section 5193);
Hazard communication; material safety data sheets (California Code of Regulation, Title 8, General Industry Safety Orders, Section 5194);
Hazardous materials release response plans and inventory (Health and Safety Code, Chapter 6.95, Section 25000 et seq.).
detailed safety and health inspection report is provided for each science laboratory inspected, providing recommendations for any areas found to be out of compliance. In addition, the report summarizes the steps that the District's Risk Management office should follow in order to minimize long-term financial liability. The report is approved by MSES' Master Level Certified Hazardous Materials Manager (CHMM) and Registered Environmental Manager (REM).
